Stellar Solutions is seeking a Senior Continuity and Emergency Management (CEM) Site Representative to serve as the primary interface between the Continuity and Emergency Management Group (CEMG) and the Aerospace Data Facility Southwest. This individual will represent and integrate the efforts of all four CEMG divisions—Continuity, Emergency Management, Industrial Control Systems (ICS), and Test, Training, and Exercise (TT&E)—ensuring alignment with site leadership priorities, program requirements, and mission assurance objectives.

 

Role/Responsibilities/Qualifications

This role requires a high degree of independence and strategic engagement across both internal stakeholders and external partners, including participation in All-Hazard Threat Assessments and Defense Threat Reduction Agency (DTRA) Mission Assurance Assessments. The position is full-time, on-site in Chantilly, VA, with core hours from 9:00 AM to 2:00 PM and limited travel (not to exceed 20%).

 

In this role, you will:

 

  • Serve as the senior CEMG representative supporting continuity and emergency management operations at the site.
  • Coordinate strategic engagement across the enterprise and with mission partners.
  • Act as a trusted advisor to site leadership on all matters related to continuity planning, emergency preparedness, industrial control systems resilience, and training/exercise programs.
  • Communicate site concerns and needs to headquarters while conveying enterprise-level policy, guidance, and direction to the site.
  • Deliver written and verbal communications (e.g., plans, reports, briefings, spreadsheets) using government-approved formats, systems, and software.
  • Provide subject matter input in support of DTRA assessments and other mission assurance activities.

Required Qualifications:

  • Bachelor’s degree and 8+ years of related experience in continuity operations, emergency management, mission assurance, or ICS; OR
  • Associate’s degree and 5+ years of relevant experience; OR
  • High school diploma and 15+ years of direct experience in one or more of the CEMG disciplines.
  • U.S. Citizenship with an active TS/SCI clearance and CI polygraph.
  • Proven ability to lead small teams and manage projects with competing timelines.
  • Strong interpersonal skills and proficiency in developing professional communications for senior leaders using MS Word, PowerPoint, Excel, and Outlook.

Desired Qualifications:

  • Advanced certification(s):
    • Certified Business Continuity Professional (CBCP)
    • FEMA Level II – Professional Continuity Practitioner
    • Certified Emergency Manager (CEM)
  • Experience with DTRA mission assurance assessments
  • Working knowledge of DoD Mission Assurance and Federal Continuity Directives
  • Background in NRO Ground Station Operations, ICS/OT security, or Intelligence Community programs
  • Master’s degree and/or Project Management Professional (PMP) certification
  • Familiarity with REMCO Senior LCAT requirements (preferred; flexibility may be considered for strong candidates missing a certification)

In this role, you’ll play a key part in shaping continuity and mission assurance strategies at a critical national facility. Your work will directly influence enterprise readiness and help protect vital infrastructure from a wide range of threats.
