Role/Responsibilities/Qualifications

Stellar Solutions has an opportunity for a Systems Engineer located in Australia to provide Systems Engineering and Technical Advisory (SETA) services focused on protection of mission systems. This position supports the customer by understanding the current and emerging threats; develops threat mitigation tactics, techniques and procedures; facilitates training and exercises and provides on-site mission protection support to daily operations. Relocation assistance is provided as well as housing stipend, cost of living, and other allowances for the duration of the tour. 

The successful candidate will:

  • Work as ops planning and protection SME; synchronizing priorities and activities through frequent interactions with the remote GPOC, the command and control and mission protection teams and key operations teams across the Enterprise
  • Lead site’s integration into Joint Planning Process (JP 5-0, Joint Planning) Forums/Working Groups to ensure site’s operations/support divisions/mission protection capabilities are represented in planning
  • Plan and organize site involvement in internal and external exercises, and when necessary, wargames
  • Construct debriefs to capture lessons learned to improve space operations and protection efforts
  • Collaborate with internal and external partners to equip site operators and leaders to make decisions on protection related actions
  • Collaborate with external SMEs to understand current and emerging threat environment
  • Develop and present Mission Protection training to site personnel
  • Manage schedules to ensure coverage of IC Enterprise meetings occurring during non-standard duty hours
  • Identify and capture risks, issues and opportunities for the customer and provide analysis and recommendations
  • Produce and review and comment on documents related to new capabilities, concepts and integration efforts
  • Work Full Knowledge and Consent (FK&C) issues pertaining to mission protection systems located in or operated through Australia with the Australian mission partner

QUALIFICATIONS

Required:

  • Must be a US Citizen
  • Active TS/SCI clearance with CI polygraph, and DOD SAP eligibility
  • Bachelor’s degree and nine (9) years or more relevant experience
  • Experience using JP 5-0, Joint Planning, principles and/or products at the tactical and/or operational levels
  • Knowledge of satellite constellations, spacecraft orbit, and ground station characteristics
  • Understands satellite operations and satellite components (bus and payload), RF Fundamentals and associated ground systems and approaches to assessing vulnerabilities
  • Self-starter, reputation for successfully anticipating and proactively addressing customer requirements with minimal supervision; ability to manage multiple tasks and deliverables
  • Effective communicator (written/verbal) with sound interpersonal skills and judgment; master at collaboration and coordination with multiple stakeholders
  • Ability to work independently and with a team of contractors, SETA, FFRDC, and Government
  • Support meetings during non-standard duty hours as required

Desired:

  • Bachelor’s degree in science, technology, engineering, or mathematics (STEM) or relevant field and nine (9) years or more relevant experience; Master in STEM or relevant field and seven (7) years of more relevant experience
  • USAF Weapons School Graduate (or similar experience using JP 5-0 Joint Planning concepts ISO operations)
  • USAF Space Test School Graduate (or similar experience planning and assessing tactics, techniques and procedures (TTPs) against threat representative systems
  • Experience as a spacecraft or ground systems operator
  • Experience planning and operating against threats to spacecraft and/or other mission systems in real-world and/or mod/sim software
  • Experience assessing counterspace threats (on-orbit, ground, cyber)
  • Experience applying orbital mechanics to a dynamic orbital scenario
  • Familiarity with various Systems Engineering and Program Management principles and constructs (Digital Engineering, Model-based Systems Engineering (MBSE), AGILE Development, etc)
  • Experience with Jira and Confluence

Deliverable(s)

Deliverables will be in the format of reports, briefings, spreadsheets, or other documents as directed by the Government. The nature of the work will, at times, require a quick response to stringent deadlines and always in a high quality, professional manner.
