Stellar Solutions is seeking a Senior Continuity Planner to support continuity of operations (COOP) for one of the nation’s premier intelligence organizations. This role ensures mission readiness by developing, maintaining, and executing continuity plans across facilities, systems, and key operational workflows. The 
selected candidate will work in a dynamic environment and be responsible for coordinating alternate operating locations, documenting procedures, and training personnel to sustain operations under a variety of conditions.

 

Role/Responsibilities/Qualifications

Key Responsibilities: 

  • Develop, implement, and maintain continuity of operations plans, procedures, playbooks, and documentation
  • Evaluate readiness and coordinate operational responses to disruptions or scenario-driven planning events
  • Manage and track alternate operating locations, ensuring facilities and systems remain mission-ready
  • Conduct training and readiness exercises for key personnel to ensure familiarity with continuity procedures
  • Prepare and deliver briefings, reports, spreadsheets, and technical documentation to leadership and mission partners
  • Provide daily oversight for facilities and supporting systems that are critical to mission continuity
  • Collaborate with a small, multidisciplinary team to support a wide breadth of planning and operational tasks throughout the year
  • Coordinate with internal stakeholders, mission partners, and external organizations to ensure aligned continuity postures

Required Qualifications

  • Bachelor’s degree and 8+ years of relevant experience in continuity planning, mission operations, emergency response planning, or related operational support
  • U.S. citizenship required
  • Active Top Secret clearance with current CI Polygraph

Desired Qualifications

  • Master’s degree in a relevant field.
  • Experience supporting the National Reconnaissance Office (NRO) or other national intelligence or space organizations
  • Background in mission operations, space operations, or ground systems engineering
  • Experience with program portfolio management and stakeholder/mission partner engagement
  • Strong systems-thinking mindset and ability to synthesize information across operational domains

Work Location: 
Warrenton, VA, with occasional local travel.

Deliverable(s)

Deliverables will be in the format of reports, briefings, spreadsheets, or other documents as directed and the daily maintenance oversite of facilities and supporting systems. The team is small and covers broad breadth of tasks throughout the year.
