Stellar Solutions is seeking an Acquisition and Support Program Management Specialist - to support a Government customer delivering warfighter capability across space-focused cyber and acquisition portfolios. This role supports the development and delivery of critical capabilities for Space Force cyber operators through rapid research, development, and acquisition activities. The position operates in a fast-paced environment focused on advising and assisting the Government across the full lifecycle of systems acquisition to enable timely fielding of mission-relevant capability.
This role supports acquisition and program management activities for advanced capability development efforts within a complex Government mission environment. The position interfaces with program leadership, contracting teams, developers, and other stakeholders to help plan, execute, and monitor acquisition efforts, contracts, funding actions, and program reviews. Success in this role requires strong familiarity with Department of Defense acquisition processes, clear written and verbal communication, and the ability to deliver high-quality support across multiple concurrent efforts.
Key responsibilities include:
Advise senior program leadership, program managers, and support staff on acquisition strategies, contracting, budgeting, and execution
Provide program element coordination, staffing, and monitoring support for funding commitments, obligations, expenditures, and related documentation
Draft and support delivery of program funding documentation and monthly financial reports
Support development of acquisition plans for cyber and electromagnetic technology programs
Provide contracting support to technical personnel developing performance work statements, statements of work, data deliverable requirements, and other pre-award or post-award procurement documentation
Develop, draft, and coordinate program planning and execution documents tailored from applicable acquisition frameworks, policies, and rapid prototyping guidance
Develop documents and briefings to communicate program status, recommendations, and approach
Support Contracting Officer’s Representatives and developers by coordinating with acquisition subject matter experts and stakeholders to develop, modify, and maintain contract documentation
Assist with contract negotiation, price reasonableness determinations, contract administration, and termination procedures
Draft technical evaluations and function as an advisor in source selections
Provide technical and programmatic assessments of contractor designs and milestone reviews to evaluate progress, risks, issues, and mission alignment
Monitor and evaluate contractor performance for compliance with contract terms and conditions and ensure timely submission of contract deliverables
Review Contract Data Requirements List deliverables for content, accuracy, and sufficiency against program requirements and objectives
Participate in program management reviews, technical interchange meetings, and technical evaluations while preparing status reports, acquisition schedules, and executive briefings
Required Qualifications
Bachelor’s degree in business management or an equivalent business-related discipline
14+ years of experience in Government weapon systems acquisition, program management, and/or contracts management within the Department of Defense
Experience with Department of Defense Major Capability Acquisition Systems and Intelligence Community acquisition and contracting processes
Experience with Planning, Programming, Budgeting, and Execution processes
Experience developing acquisition strategies and plans for major programs
Strong interpersonal, leadership, programmatic, and problem-solving skills
Strong briefing and writing skills
Demonstrated ability to perform effectively in a fast-paced, dynamic, and energetic environment
Desired Qualifications
Master’s degree in business management, technical management, and/or engineering
Professional certifications such as PMI PMP
Experience in National Security Space and/or the Space Control mission area
Clearance & Additional Requirements
Must have an in-scope security background investigation (T5), adjudicated for SCI eligibility, and enrolled in the Continuous Vetting program, if applicable
Must be willing to be nominated for access to Sensitive Compartmented Information and/or other compartments
Must consent to a polygraph examination

This position is full-time, on site in El Segundo, CA
Compensation
The typical salary range for this position is USD $160,000 - $200,000 per year. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. This position is also eligible for a discretionary annual performance bonus, retirement plan and other benefits (all in addition to annual salary).
Deliverables will be in the format of reports, briefings, spreadsheets, or other documents as directed by the Government, using government approved and/or mandated systems/software and processes governed by guidance, instructions, policy, or direction. The nature of this work will, at times, require quick responses to stringent deadlines and always in a high-quality, professional manner.
