Stellar Solutions is seeking an experienced Lead NSI SETA to support the Operations Innovation Office in Chantilly, VA. In this leadership role, you will guide a Systems Engineering and Technical Advisory (SETA) team supporting a complex multinational initiative focused on advanced IT infrastructure, cybersecurity, and emerging technologies.

Role/Responsibilities/Qualifications

Working directly with senior Government leadership, you will provide strategic technical guidance, oversee project execution, advise on engineering priorities, and help shape innovative solutions spanning networking, AI-enabled capabilities, cybersecurity, and enterprise infrastructure. This position requires a collaborative technical leader who can successfully manage multiple initiatives while engaging government customers, industry partners, and multidisciplinary engineering teams.

 

Responsibilities

  • Lead the planning, execution, and technical oversight of IT, cybersecurity, systems engineering, and infrastructure activities supporting a multinational mission
  • Provide strategic technical leadership across networking, cybersecurity, enterprise infrastructure, auditing, and emerging technologies, including Artificial Intelligence
  • Advise Government leadership on project priorities, technical risks, resource allocation, and overall program performance related to cost, schedule, and mission execution
  • Evaluate and recommend engineering solutions to optimize enterprise IT environments, including power, cooling, space, hardware, software, licensing, and connectivity
  • Represent customer interests while ensuring compliance with IT requirements, multinational security considerations, and information-sharing policies
  • Gather, analyze, and translate mission needs into actionable technical requirements
  • Coordinate effectively with Government customers, project managers, SETA personnel, developers, and technical stakeholders across multiple organizations
  • Track project activities and technical execution using JIRA and Confluence
  • Develop executive-level briefings, technical assessments, and recommendations for senior Government leadership
  • Identify opportunities to improve mission capability through innovative engineering approaches and emerging technologies

Basic Qualifications

  • U.S. Citizenship
  • Active TS/SCI clearance with CI Polygraph
  • Bachelor's degree in a STEM discipline and nine (9) or more years of relevant experience, or Master's degree in a STEM discipline and seven (7) or more years of relevant experience. (STEM degree is a contractual requirement)
  • Experience supporting AI initiatives within DevOps, DevSecOps, Agile, or similar modern software development environments
  • Experience eliciting, documenting, and managing technical requirements for complex engineering capabilities
  • Experience designing and implementing enterprise IT infrastructure, including power, cooling, space planning, connectivity, and supporting technologies
  • Demonstrated ability to identify technical opportunities and effectively communicate recommendations to Government decision makers
  • Proven ability to manage multiple priorities while collaborating with Government customers, developers, SETA personnel, and program managers
  • Excellent written, verbal, and presentation skills with experience briefing senior Government leadership
  • Experience using JIRA and Confluence for project management and technical collaboration
  • Proficiency with Microsoft Office applications, including PowerPoint, Word, Access, and Microsoft Project

Desired Qualifications

  • Experience supporting coalition or multinational programs involving cross-domain solutions, information-sharing agreements, and sovereignty-related policy considerations
  • Knowledge of NIST frameworks, ICD 503, Intelligence Community security standards, and AI/ML or HPC security requirements
  • Experience developing cybersecurity documentation including SSPs, SARs, and POA&Ms
  • Current DoD 8140 Intermediate or Advanced cybersecurity certification (Security+ CE, CISSP, CASP+ CE, or equivalent)
  • Experience supporting a Big 5 Intelligence Community customer
  • Experience supporting large-scale AI infrastructure or AI-enabled data center environments
  • Demonstrated ability to produce high-quality technical briefings and analytic products under compressed timelines
  • Experience supporting Executive-level Government leadership, including SES, SIS, Flag Officers, or General Officers

Deliverable(s)

Lead a multidisciplinary SETA team supporting a high-visibility Intelligence Community program focused on enterprise IT, cybersecurity, AI, and multinational mission operations. Partner directly with senior Government leadership to shape technical strategy, guide engineering priorities, and deliver innovative capabilities supporting critical national security missions.
